For most people tracking a particular scam, when a swindle began is a moot point: It likely started when the swindler first touched other people’s money then set a Ponzi scheme in motion by pulling in other investors. When it comes to the $60 billion Madoff scheme, it was thought the massive deception began some time after the 1987 crash when Madoff scrambled to improve performance after the downturn.
